Reconstruction of the Shooting of FPI Members, IPW Finds Three Violations of Standard Operating Procedures (SOP)

Faktakini.net, Jakarta - Chairperson of the Indonesian Police Watch Presidium Neta S. Pane said there were three violations of standard operating procedures (SOP) in the shooting case of a FPI member. All of these violations were seen in the reconstruction of the Jakarta-Cikampek KM 50 toll which was held by the Criminal Investigation Unit at the Police Headquarters on Monday morning.

"IPW hopes that the National Police Headquarters will acknowledge the violation of the SOP. IPW also hopes that the National Commission on Human Rights and Commission III of the House of Representatives will take a closer look at the SOP violations which then led to human rights violations in the death of FPI members who guarded Rizieq Shihab," said Neta in a written statement, Monday, 14 December 2020.

The first SOP violation by the police occurred when the four surviving FPI members were put into the car without handcuffs, after two of their friends were killed. According to Neta, this is very strange, considering that during the arrest of Rizieq Shihab at Polda Metro Jaya alone the police handcuffed him when he was taken to the detention cell.

The second SOP violation was when the Polda Metro Jaya investigators put the four FPI members who had just finished shooting into a car with a capacity of eight people. According to Neta, it is an act that makes no sense, irrational, and very strange. Because the number of car passengers who are overloaded, aka excess capacity.

The last SOP violation, said Neta, was when the police officers who should have been trained were proven not to be promoters and unable to incapacitate FPI members who were not armed. So that the policemen played and shot at close range until the four FPI members were killed.

According to the police, members of the FPI tried to seize a gun in the car and choked the officers when the car was only 1 kilometer on the Jakarta-Cikampek toll road. Then a tussle broke out in the car which eventually forced the officers to take measured decisive action.

"From the three carelessness, it is clear that the police apparatus violated the SOP which caused the four FPI members to die in one car," said Neta.

IPW urged Komnas HAM and Commission III of the DPR to form an independent fact-finding team so that this case would be bright.

If President Joko Widodo or Jokowi say there is no need for the formation of the team, Neta considers that the President does not want the FPI member shooting case to be completely resolved, so Jokowi's commitment to upholding the rule of law is questionable.

The reconstruction of the shooting of FPI members at KM 50 of the Jakarta-Cikampek toll road on Monday morning lasted for 4 hours and showed 58 scenes.
